JOINT BASE ELMENDORF-RICHARDSON, Alaska –
Chief Master Sgt. Jeffrey Ling succeeded Chief Master Sgt. Kim Groat as the Alaska state command chief during a June 18 change of responsibility ceremony at JBER.
The Alaska state command chief serves as the senior enlisted leader for the Alaska Air National Guard, which includes the AKANG Air Staff, 168th Wing at Eielson Air Force Base, and the 176th Wing at JBER. The 168th Wing’s 213th Space Warning Squadron and 268th Security Forces Squadron are stationed at Clear Space Force Station, and the 176th Wing’s 210th Rescue Squadron Detachment 1 is at Eielson.
Brig. Gen. Brian Kile, AKANG commander and presiding officer for the ceremony, emphasized the significance of the event during his remarks.
“The change of responsibility ceremony is a military tradition that underscores the importance of order, discipline and continuity within the ranks,” Kile said. “It reinforces the values and customs that are fundamental to military service. It is a formal recognition the transition of responsibility, where we are honoring the outgoing command chief and welcoming the incoming command chief.”
Kile also explained the vital role of the command chief.
“I have publicly said chief master sergeant is the most important rank in the Air Force,” the general said. “They are not just the highest enlisted rank, they are the senior enlisted leader, the voice of the enlisted corps, and the advisor to the commander on all matters concerning enlisted personnel. Think of them as the vital link between the commander's vision and the enlisted force's execution. They translate strategic objectives into actionable tasks, ensuring everyone understands the ‘why’ behind the ‘what.’”
Groat reflected on her tenure as the command chief.
“Serving as the Alaska Air National Guard’s state command chief has been one of the greatest privileges of my career,” she said. “Over the course of my enlisted command, I have witnessed firsthand the professionalism, resilience and dedication of the men and women who wear this uniform. You’ve met every challenge with strength and unity, and I could not be prouder of what we’ve accomplished together. It feels like just yesterday that I accepted this role — a role that has been the honor of a lifetime.”
Kile said Ling, who most recently served as the 168th Wing command chief, is ready to take the mantle of state command chief.
“Chief Ling, you embody my ideas of a chief, and I am confident in your ability to lead this state as the state command chief,” Kile said. “I am excited for the opportunity to take on all the coming challenges with you as my advisor. Your time served in the Alaska Guard has prepared you for this position. I have watched you grow into an outstanding leader and mentor as the 168th Wing command chief. You have made a difference at Eielson and now we need you to bring your skills to the state level.”
Following the change of responsibility, Groat retired after 30 years of service.
Kile heralded Groat’s dedication to the AKANG’s enlisted force that saw the organization through a time of change.
“You have consistently gone the extra mile, you have incredible problem-solving skills, and an unwavering dedication to the members of the Alaska Air National Guard,” Kile said. “You always have time for everything and everybody – a testament to your incredible efficiency and dedication. Your influence will continue to be felt here for many years to come.”
Ling also acknowledged Groat’s contributions that he said sets him up for success.
“As Chief Groat embarks on her well-deserved retirement, I am honored to carry on her legacy of service to this state,” Ling said before thanking Kile for the opportunity to serve in his new billet. “Thank you for having the faith/confidence in me to select me as your next state command chief. I will do my best to serve you and this state.”
